Potomac River Blocked when Trump is Playing Golf

We have spoken with the US Coast Guard. They said the closure of the Potomac will only occur when Trump is playing golf, or when some other high muckemuck is on the course, but that is not what the regulation says. The regulation is written so that they can close the river permanently. The USCG said they will notify us that the river is closed on VHF channel 16 (How many of you carry a marine radio in your boat?) and on their website. We asked it they could send out an email announcement, and they said "no".
